Tabaco: recursos

As reuniões preparatórias para a 10ª sessão da Conferência das Partes da Convenção-Quadro para o Controle do Tabaco da OMS e para a 3ª sessão da Reunião das Partes do Protocolo para Eliminar o Comércio Ilícito de Produtos de Tabaco para a Região das Américas serão realizadas em Brasília, de 17 a 20 de outubro. O objetivo dessas reuniões é oferecer às Partes da região a oportunidade de analisar e discutir as questões a serem abordadas nas próximas COP10 e MOP3.

Os recursos a seguir serão úteis para essa finalidade (espanhol e inglês).

The WHO Framework Convention on Tobacco Control (FCTC) is the first treaty negotiated under the auspices of the World Health Organization. The FCTC is an evidence-based treaty that reaffirms the right of all people to the highest standard of health. The FCTC represents a paradigm shift in developing a regulatory strategy to address addictive substances; in contrast to previous drug control treaties, the FCTC asserts the importance of demand reduction strategies as well as supply issues.

The Protocol to Eliminate Illicit Trade in Tobacco Products is the first protocol to the WHO Framework Convention on Tobacco Control (WHO FCTC), and a new international treaty in its own right. It was adopted by consensus on 12 November 2012 at the fifth session of the Conference of the Parties (COP) to The WHO FCTC (Seoul, Republic of Korea, 12–17 November 2012). The Protocol builds upon and complements Article 15 of the WHO FCTC, which addresses means of countering illicit trade in tobacco products, a key aspect of a comprehensive tobacco control policy.

Guidelines, and policy options and recommendations for implementation of the WHO FCTC. The guidelines and policy options and recommendations are developed through wide consultative and intergovernmental processes established by the Conference of the Parties (COP) to the WHO FCTC, with the aim to assist Parties in meeting their legal obligations under the Convention.

Rules of Procedure of the Conference of the Parties to the WHO Framework Convention on Tobacco Control. The sessions of the Conference of the Parties shall be governed by these Rules of Procedure. These Rules of Procedure shall apply mutatis mutandis to the Meeting of the Parties of any protocol if so provided in that protocol, or if the Meeting of the Parties to that protocol so decides.
