OBJECTIVE OF THE OFFICE/DEPARTMENT

The objective of the Department of Communications (CMU) of the Pan American Health Organization (PAHO) is to lead in the development, implementation, and management of PAHO's corporate communication strategy at all levels, internally and externally, within a complex range of media outlets and platforms and media relations and a 24/7 information cycle. Strategic communication is essential to PAHO's vision and strategic priorities and the advancement of the principles and practices of communication in support of sound public health principles and practices and PAHO's mission in delivering technical cooperation in the Americas region.

PURPOSE OF THE CONSULTANCY

To provide support to CMU in the social media functions, including planning, developing, disseminating, monitoring, and listening, and the preparation of regular reports on different topics and campaigns of the new collaboration project between PAHO and Global Affairs Canada (GAC) – Providing Access to COVID-19 Vaccines for Populations in Situations of Vulnerability in the Americas.   The project aims to achieve improved health and protection from COVID-19 for populations in situations of high vulnerability in the Latin America and the Caribbean (LAC) region, with a focus on communication activities that support readiness and access to COVID-19 vaccines for at-risk women, migrants, refugees, transient persons, Indigenous and vulnerable populations in areas where health conditions are typically precarious.

Through two intermediate and four immediate outcomes, the project will work at the regional, sub-regional, and country levels, ensuring that gender equality, human rights, and environmental considerations of vaccine procurement and delivery are part of all the project components.

The project's communications outcome intends to increase culturally appropriate and gender-sensitive communications regarding the introduction of COVID-19 vaccines by successfully planning and implementing risk and general communication strategies in the LAC Region, promoting community engagement and effective communication to generate vaccine demand while maintaining the credibility and trust of the national routine immunization programs. 

BACKGROUND AND KEY DELIVERABLES

The current COVID-19 situation in the Americas continues to be concerning, especially when considering the intersection of limited vaccine availability, weakened health systems, existing health inequities, and weak mitigation actions, which have led to some of the highest cumulative cases numbers and death rates in the world.

This project intends to support countries in the LAC Region as they prepare for a surge in vaccine supply in Q4 2021 to Q1 2022 by adapting their current regulatory environment, surveillance, and monitoring systems; developing plans for implementation of vaccination for COVID-19; and ensuring that the population of the Americas have the correct information about vaccines to make decisions.

The Consultant will play a key role in CMU's social media management functions, particularly in monitoring and listening, requiring social media monitoring knowledge, a proven eye for detail, and the ability to work with a diverse set of colleagues who are committed to global public health, and will assist CMU in developing and implementing gender and culturally sensitive communication and social mobilization plans to generate confidence, acceptance, and demand for COVID-19 vaccines.

The Consultant will perform regular reviews of social media platforms and provide strategic analysis and competitive insights to the CMU teams to exceed minimum performance metrics and engagement levels, and identify trends, create benchmarks, communicate industry best practices, perform deep-dive analysis of channel content and ensure proper tracking and reporting across the organization.

The Consultant will collect, process, and organize real-time data from multiple sources and generate visualizations and dashboards to compare and track global trends, mitigate reputational crises, and identify digital behavioral patterns to inform communication strategies and position PAHO as a worldwide leader in health.

The Consultant will be under the general supervision of the Director of CMU and direct supervision of the Advisor, Multimedia and Social Media while working in close collaboration with all the CMU teams, the Comprehensive Family Immunization Program (FPL/IM) of the Family, Health Promotion and Life Course Department (FPL), the Health Emergencies Department (PHE), and the Office for Equity, Gender, and Cultural Diversity (EGC).

QUALIFICATIONS, EXPERIENCE, SKILLS, AND LANGUAGES

Educational Qualifications

Bachelor's degree in Data Science, Digital Media, Communications, Marketing, or related field.

Experience and Skills

The successful candidate will combine relevant experience in culturally appropriate communications, multimedia management, and knowledge of international development and global health. Ideally, the Consultant would be based in any country in the region of the Americas.

Essential:

  • Knowledge of social media analytic tools within platforms such as Facebook Insights, Twitter Analytics, LinkedIn Analytics, Instagram Insights, and YouTube Analytics.
  • Knowledge of publishing and listening tools such as TweetDeck, Talkwalker, Brandwatch, Crowd Triangle, Google Trends, or Polecat.
  • Advanced practical knowledge of Microsoft Excel and strong data visualization skills in PowerPoint. Ability to communicate complex analyses to a non-technical audience.
  • Experience in monitoring the news and social media during a crisis/emergency would be a plus.
  • Excellent written and oral communications skills in English and Spanish.
  • Proven ability to multitask on a variety of activities under deadline pressures.
  • Strong diplomatic, interpersonal, and teamwork skills.
  • Sensitivity to working in a multicultural environment.

Desirable:

  • Working experience with WHO or other UN agencies in public health-related areas
  • Familiarity with public health topics, including pandemic or emergency response
  • Experience managing and liaising with diverse stakeholders

Languages

Essential:

  • Excellent knowledge of English and Spanish

Desirable:

  • Knowledge of Portuguese or French will be a plus.

LOCATION

Off-site - Home-based (any location)

The Consultant needs to have a suitable working environment and IT equipment for teleworking, familiarity with online meetings platforms (MS Teams, zoom) and access to a high-speed internet connection, availability during office hours (9:00-18:00) in Washington, DC, and flexibility to participate in occasional meetings held under other time zones. 

REMUNERATION

Pay Level IPC Band B: $5,200 (USD) per month

DURATION OF CONTRACT

12 months – possible extension for up to 15 months

Start date:  1 October 2021

End date: 30 September 2022
