Welcome to COSALFA 51

The 51th Ordinary Meeting of the South American Commission for the Fight against Foot-and-Mouth Disease (COSALFA) will take place on April 3rd and 4th, 2025, at Los Tajibos Hotel, Av. San Martín 455 (Equipetrol), in Santa Cruz de la Sierra, Bolivia.

The fifty-first edition of COSALFA will mark the final year of the third Action Plan 2021-2025 of the Hemispheric Program for the Eradication of Foot-and-Mouth Disease (PHEFA). This event will be a milestone in the efforts to eradicate foot-and-mouth disease in the Americas and strengthen emergency preparedness and prevention systems through the improvement of Veterinary Services and the active involvement of livestock farmers in this process.

In addition to assessing the achievements made during the third Action Plan, COSALFA 51 will establish a strategic roadmap to address the challenges that will arise beyond 2025.

During the event, the current situation of the region will be analyzed within the context of the PHEFA objectives. Priority will be given to topics aimed at strengthening regional technical cooperation, with a special focus on key actions such as the efforts to eradicate foot-and-mouth disease in the northern Andean region and emergency preparedness.

COSALFA 51 will provide a platform to foster strategic collaboration between the public and private sectors, driving synergies that optimize regional strategies and accelerate the achievement of hemispheric objectives.

This meeting is set to be a decisive moment to consolidate the progress made, address remaining challenges, and reaffirm the Americas' commitment to the definitive eradication of foot-and-mouth disease.

As a prelude, the International Seminar "The Final Year of the 2021-2025 Action Plan of the PHEFA" will be held on March 31st and April 1st at the FEXPOCRUZ facilities. The seminar will provide a platform for the presentation of works related to the topic in e-poster format.

COSALFA is composed of 26 representatives from 13 South American countries and Panama, with one delegate from the public sector, the Director of the Official Veterinary Service, and one delegate from the private sector, a representative of the main livestock association in each country.

The 13 member countries of COSALFA are: Argentina, Brazil, Bolivia, Chile, Colombia, Ecuador, Guyana, Panama, Paraguay, Peru, Suriname, Venezuela, and Uruguay.

The 51st COSALFA is organized by the Pan American Foot-and-Mouth Disease and Veterinary Public Health Center (PANAFTOSA/VPH) of the Pan American Health Organization/World Health Organization (PAHO/WHO) with the support of the Plurinational State of Bolivia, through the National Service for Agricultural Health and Food Safety (SENASAG) and the Ministry of Rural Development and Land of Bolivia, as well as the main livestock organizations of the country.

PRE COSALFA SEMINAR
The final year of the 2021-2025 Action Plan of the PHEFA

The International Seminar of the 51st Ordinary Meeting of COSALFA, "The Final Year of the 2021-2025 Action Plan of the PHEFA," will be held prior to the 51st meeting on March 31st and April 1st, offering a platform for the presentation of works related to the topic in e-poster format.

The seminar proposes a comprehensive approach to address the region's final challenges, organized into six thematic sessions. The first session will highlight the co-participation of the private sector, emphasizing the essential role of producers and livestock farmers in surveillance, early detection, and maintaining the achievements reached. The second session will review the surveillance, prevention, and emergency preparedness strategies implemented in countries that have already achieved FMD-free status without vaccination, exploring the mechanisms that ensure the sustainability of this status.

Sessions 3 and 4 are part of a joint integration initiative with the private sector. This year, the Pre-COSALFA International Seminar is held in collaboration with the 25th Latin American Symposium of the Bolivian Association of Cattle Breeders of Zebu (ASOCEBU), addressing topics of great interest to the private sector and livestock farmers. These sessions will place special emphasis on key aspects such as productivity, genetics, markets, and international trade, with a detailed analysis of the opportunities and challenges arising from Bolivia's new sanitary status. This collaboration provides a valuable platform for knowledge and experience exchange, strengthening the agricultural sector at both regional and international levels.

In the fifth session, regional initiatives that support the transition to FMD-free status without vaccination will be analysed, along with strengthening emergency preparedness through technical and scientific cooperation efforts. Finally, the sixth session will be dedicated to presenting the best works approved for oral presentations.

This event is not only a platform for evaluating the progress made but also an opportunity to plan future actions that ensure the eradication of foot-and-mouth disease across the continent. Thus, South America and Panama will not only maintain their status but also strengthen their prevention and response capabilities in the face of potential emergencies.

The conclusions of each session will be presented at the 51st Ordinary Meeting of COSALFA, which will take place on April 3rd and 4th, 2025.
