Welcome to COSALFA 48
The current COVID-19 pandemic and the resulting public health restrictions prevent us from celebrating the 48th Ordinary Meeting of the South American Commission for the Fight against Foot-and-Mouth Disease (COSALFA) in a face-to-face fashion. Within this context, the Director of the Pan American Center for Foot-and-Mouth Disease of the Pan American Health Organization (PANAFTOSA/PAHO) and the Director of the National Animal Health and Quality Service (SENACSA), Paraguay, as host country of the meeting, gathered and considered to convene the 48th COSALFA to be held on 19th -20th August 2021.
This year marks the beginning of the Plan of Action 2021-2025 of the Hemispheric Program for the Eradication of Foot-and-Mouth Disease (PHEFA), with a remarkable and robust improvement, where the entire the territory of the Americas, except for one country, has reached and maintained the official status recognized by the World Organization for Animal Health (OIE) as free of foot-and-mouth disease with or without vaccination. Consequently, the region of the Americas will have to prioritize its efforts to complete the eradication of foot-and-mouth disease in Venezuela, make the transition toward the status of free without vaccination in free zones and countries that still maintain systematic vaccination cycles in their bovine populations, and strengthen the prevention and response capacity of veterinary services.
Within this context, the COSALFA 48 will analyze the current status of the National Programs at the end of the Plan of Action 2011-2020 and of the work initiated compliant to the PHEFA Plan of Action 2021-2025, approved on the occasion of the 3rd Extraordinary Meeting of the COHEFA and shall adopt resolutions for effective regional technical cooperation to advance toward the eradication of foot-and-mouth disease from the continent by 2025.
The COSALFA is comprised of 26 representatives from 13 countries of the American continent, being one representative of the public sector, the Official Veterinary Service Director, and one representative of the private sector, related to the highest union association gathering livestock producers at national level. The 13 member countries of the COSALFA are: Argentina, Brazil, Bolivia, Chile, Colombia, Ecuador, Guyana, Panama, Paraguay, Peru, Suriname, Venezuela and Uruguay.
On this occasion, on 17 and 18 August, we will organize the Pre-COSALFA International Seminar “Eradication of Foot-and-Mouth Disease: the PHEFA Plan of Action 2021‐2025, preparedness and transition toward free countries/zones without vaccination”.
The COSALFA meeting and the Pre-COSALFA Seminar will be delivered by the Zoom Platform, with simultaneous translation to Spanish, Portuguese and English. Likewise, they will be broadcast on PAHO’s YouTube channel.
The 48th COSALFA is promoted by the Pan American Center for Foot-and-Mouth Disease of the Pan American Health Organization/World Health Organization (PANAFTOSA/PAHO-WHO) with the support of the Government of Paraguay, through the National Animal Health and Quality Service (SENACSA).

PRE COSALFA 48 INTERNATIONAL SEMINAR
Eradication of Foot-and-Mouth Disease: the PHEFA Plan of Action 2021‐2025, preparedness and transition to the status of free countries/zones without vaccination
The agenda of the International Seminar of the 48th Meeting of the COSALFA was prepared for the participants to be informed of the health management developed by the National Animal Health and Quality Service (SENACSA) of Paraguay, (host to the 48th Meeting of the COSALFA) in the field of foot-and-mouth disease prevention and surveillance and the experience in the process of decision-making and transition toward the status of free without vaccination.
Likewise, the lessons learned from the last PHEFA 2011-2020 will be presented, as well as the goals, strategies and guidelines for the current plan 2021-2025, together with an update on the tools and methodologies to keep a timely and specific diagnosis of foot-and-mouth disease at national and regional level. Besides, the capacities for a rapid response to foot-and-mouth disease outbreaks in the region and the tools that may help for emergency preparedness will be addressed.
The topics will be presented by well-known specialists as well as by representatives of the veterinary services in virtual thematic sessions, together with a discussion session aimed at knowing the different points of view of the audience composed of the main players and representatives of the public and private sectors and the academia, interested in the eradication of foot-and-mouth disease. The conclusions of each session will be presented at the 48th Meeting of the COSALFA.
