BIREME Cooperation in the context of the TCs with PAHO Brazil

The Pan American Health Organization/World Health Organization (PAHO/WHO) works in the countries of the Region through technical cooperation programs and projects that formalize and operationalize the dissemination of information, the sharing of experiences, and guarantee the transparency and control of resource management and accountability among all involved. The Cooperation Terms (CT) are among the instruments most used by the Organization to consolidate this practice, in addition to Agreements and Contracts aligned with the organizational policies and processes.

The Latin American and Caribbean Center on Health Sciences Information (BIREME/PAHO/WHO) develops and improves products and services that seek to improve the quality of production, access, and publication of information and scientific and technical evidence in health for all the countries of the Latin American and Caribbean Region.

BIREME works, in coordination with the PAHO/WHO Country Offices and counterparts, developing projects to achieve health outcomes at the organizational, national, and international levels, through specific CTs or Agreements with different counterparts. With the government of Brazil, the main counterpart is the Ministry of Health[1], made possible through the PAHO/WHO Representation in Brazil. The CTs define results, indicators, and actions to be carried out in line with the Organization’s priorities and the country’s strategic objectives.

 

In the 2020-2021 biennium, BIREME continues to cooperate with more than ten CTs established between PAHO/WHO Brazil and the Ministry of Health, considering:

TC93/TA1-2      Improvement of BIREME (annual contribution from the Ministry of Health)

TC60/TA1-4      Support to the National Council of Health Secretaries (CONASS) to strengthen the state’s management of the Unified Health System (SUS)

TC68/TA8         Increase the visibility, access, and use of technical and scientific publications and dissemination of the CNS in the context of BIREME’s information products and services

TC 71/TA5        VHL Hansen’s disease

TC 87/TA3        Support line to BIREME’s Cooperation Term in the development of information products and services for Fundação Nacional de Saúde (FUNASA)

TC91/TA2         Increased production, use of, and access to scientific evidence in decision-making and policy-making processes in the context of Unified Health System (SUS).

TC95/TA2         Enhancing Management of the Executive Secretariat of the Ministry of Health of Brazil – ECOS VHL – SE/MS

TC 95/TA6-9     Enhancing Management of the Executive Secretariat of the Ministry of Health of Brazil – Brazil VHL – SE/MS

TC98/TA2         Technical cooperation between (BIREME/PAHO/WHO) and the Ministry of Health, through the General Coordination of Food and Nutrition (CGAN/DEPROS/SAPS), which will contribute to increase the visibility, access to, and use of related scientific and technical information to the Decade of Action for Nutrition (2016-2025).

TC/98/TA1       Creation of the Academic Consortium for Integrative Health (PICS)

TC76/TA1-3      Strengthening Health Innovation and Regulation, with an emphasis on Incorporating Health Technologies, Ethics, and Research

The development of each TC is monitored by BIREME in biweekly project management meetings coordinated by the Director of the Center and by the Administrative Management that accumulates this function, with the participation of all the technicians involved. The half-yearly reports are published by PAHO Brazil in the context of transparency of the country’s resource management.

BIREME’s cooperation in the development and implementation of the PAHO Brazil’s Cooperation Terms strengthens the Center’s technical cooperation in meeting priorities of health information in Brazil and the Region, strengthening institutional relations for equitable access to technical and scientific health information.
