Tropical Storm/ Hurricane Rafael

Cuba, Jamaica, Panama, Costa Rica and Dominican Republic

On 6 November 2024, the United States National Oceanic and Atmospheric Administration (NOAA) reported that a tropical storm Rafael it’s now a Hurricane. In Jamaica, the Government reported 4 shelters opened by precaution across the island. Media reports indicate that hospitals have been activated in emergency mode, with non-essential services reduced. Another report mentions that the National Water Commission (NWC) and the power system across the country were impacted by Rafael. On 4 November 2024, the Panama National Civil Protection System (SINAPROC per its acronym in Spanish) declared a red alert due to Tropical Storm Rafael in the provinces of Colón, Colé, and the Commune of Guna Yala. In Cuba, media indicates that the government declared alert in nine  of the 15 provinces of the country. According to the information, more than 70,000 people were evacuated, of which, 66,000 were in the province of Guantánamo. In Costa Rica, media reports indicate that 46 people have been evacuated from Sámara and Nosara in the Guanacaste province due to heavy rains, with over 60 emergencies reported in the area. In Dominican Republic, media is reporting more than 333,000 without potable water due to the flooding in the country. According to the information, more than 400 families were displaced.
