The EU-PAHO/WHO-MOHW Health Sector Support Programme Belize Project

Under the 11th European Development Fund (EDF) agreement between Belize and the European Union (EU), this is a five-year project aimed at "achieving a better quality of life, for all Belizeans, living now and in the future." The project prioritizes disaster-resilient and environmentally friendly health facility strengthening structure, organization and management of health services, and improving Belize's health information system.

 

The objectives of the project are:

  • Develop efficient, disaster resilient and environmentally friendly health facilities. 
  • Improve the structure, organization & management of health services.
  • Support tender, installation and operationalization of a Supply Data Exchange Warehouse and Analytics Platform software (CDEP).

Belize is undergoing a transition in terms of refocusing its health strategy in order to meet the new challenges and commitments made at national and international levels.

Recognizing that health is an essential component of development, Belize’s framework for National Development – Horizon 2030 defined four pillars essential for improving the quality of life for Belizeans.

The fourth pillar, bricks and mortar, envisioned universal access to quality healthcare throughout the life cycle with a refocusing on the public health system, delivery of health services, and healthy lifestyles.

This framework, along with the Health Sector Strategic Plan 2014-2024, defined the 11th European Development Fund (EDF) agreement between Belize and the European Union (EU).

The 11th EDF prioritizes disaster-resilient and environmentally friendly health facilities, strengthening the structure, organization and management of health services and improving Belize's health information system in the country.

The first two priorities formed the basis for a partnership between the Ministry of Health and Wellness Belize (MoHW), the European Union (EU), and the Pan American Health Organization/World Health Organization (PAHO/WHO).

COVID-19 Response Achievements (as of February 2021)
  • Donations of 7 SD Biosensor F200 Antigen Test Analyzers; 10,000 SD Biosensor Test Kits; 20 fire extinguishers; 19 smoke detectors; 2 emergency showers with eye wash; 230 non-contact thermometers; 230 basic first aid kits; 230 stethoscopes with penlight & scissors; 230 glucometers, glucometer strips, & medical lancets; 100 pulse oximeters; 230 bags for the items; 9 computers; 8 projectors; 1,650 posters printed and distributed to businesses and various Ministries
  • Development of a medical waste management plan
  • Language-specific PSAs delivered to 26 villages (Corozal), 33 villages (Toledo) & 26 villages (Orange Walk) & aired on 10 radio & 6 television stations

Developing climate-friendly, energy-efficient, and disaster-resilient health facilities

  • Hospital Safety Index and Green Checklist applied to 24 health facilities and Central Medical Laboratory
  • Training sessions conducted on Disaster Preparedness and Response for health teams
  • Baseline Assessment Tool applied to Central Medical Laboratory
