The publication of the Voluntary External Evaluation (VEE) conducted in Guatemala at the request of the Government to PAHO/WHO, is a detailed report on the country's capacities in public health emergency management. Using the indicators of the Self-Assessment Tool for Annual State Party Reporting (SPAR) and the PAHO/WHO National Expanded Program on Immunization Monitoring Tool, this interdisciplinary and multisectoral collaborative exercise was carried out. The VEE began in June 2022, followed by the self-assessment phase between November 2022 and June 2023 and ended in September 2023 with the international expert mission that included visits to entry points and laboratories. The report contains seven main recommendations, which include strengthening the steering role of the Ministry of Health, placing the International Health Regulations (2005) on the national political agenda, updating the national regulatory framework and procedures, and ensuring human and financial resources for detection and response to public health emergencies.
