Es un honor dirigirme ante esta Asamblea, por primera vez como Director de la Organización Panamericana de la Salud, para participar en este importante debate en el que la salud ocupa, sin duda, un lugar central. 

La buena salud está al centro de una vida plena y de una sociedad fuerte. No debe verse como un privilegio, sino como una base sobre la cual nuestras sociedades pueden crecer y desarrollarse.

Desafortunadamente, hay varios factores socioeconómicos que exponen a ciertas personas y comunidades a un mayor riesgo de enfermedad, exposición a la violencia y trastornos de salud mental. Por ejemplo, vivir en la pobreza o como migrante, en áreas contaminadas o rurales, o en regiones vulnerables al cambio climático puede tener un impacto adverso en la salud. Si a esto se suma ser mujer, indígena, o afrodescendiente, estos riesgos se agudizan aún más.

Las deficiencias que a menudo se presentan en nuestros sistemas sanitarios y de protección social, especialmente en estas áreas marginadas, suelen reforzar esas vulnerabilidades.

La salud es un derecho humano que todos debemos proteger. Sin embargo, a pesar de décadas de esfuerzos regionales y nacionales que han mejorado los indicadores de salud para la mayoría de la región, las graves desigualdades, las crisis humanitarias y las violaciones de los derechos humanos continúan socavando el acceso universal a la salud.

La pandemia de COVID-19 nos recordó, que las brechas en el acceso a la salud pueden desgarrar el tejido de nuestras sociedades. Pero también se nos recordó que la colaboración y la solidaridad son indispensables para superar los desafíos regionales de la salud pública.

Hoy tenemos la oportunidad de aprender de esta experiencia y tomar las medidas necesarias para recuperarnos de las crisis a las que nos enfrentamos tras la pandemia.

Según la Carta de la OEA y la Carta Democrática Interamericana, la democracia es esencial para el desarrollo de los pueblos de las Américas.

Las democracias saludables se construyen sobre los derechos humanos. El derecho a la salud debe estar entre ellos.

Mr Chair, I will now continue my intervention in English.

The epidemiological landscape of our Region is complex. Persistent and reemerging communicable diseases, the rise of non-communicable diseases, increasing violence and the worsening impact of climate change on health all exist within the context of an accelerated demographic transition across the Americas.

In responding to these health challenges, PAHO is supporting its Member States to overcome pervasive inequities and build strong and resilient health systems, with a focus on primary care, to improve our response to emerging health threats and achieve universal healthcare.

Our community health centers, local clinics and other health outposts must be trusted places where people can turn for education, prevention, diagnosis, treatment, and care.

But to fulfill this vision, there is another type of vulnerability we must tackle.

As we saw during the COVID-19 pandemic, many countries struggled to access life-saving tools like medicines, vaccines, and diagnostics.

Expanding our region’s manufacturing capacity will be essential to protecting our populations against health threats now and into the future.

PAHO is also working with its Member States to strengthen regulatory capacity and make better use of our regional procurement mechanisms, such as the Revolving and Strategic Funds. These Funds pool country needs and financing to purchase safe and high-quality health products at affordable prices. 

PAHO has a longstanding commitment to expanding equitable access to health in all corners of the Region – a commitment that I will continue to advance.

But we cannot deliver on the right to health alone. Without investments from across the Region, countries will not be able to truly recover and rebuild. 

Let’s recognize health equity as a pathway for overcoming social and economic vulnerabilities, and a key component of our efforts to make our democracies stronger, more resilient and more sustainable.
