The focus of this first annual report is Primary Health Care - the time is now, as I consider the topic highly pertinent to the collective work of the Secretariat and the Members States as we mark the fortieth anniversary of the 1978 Alma-Ata Declaration. I believe that it is most fitting to analyze and reflect on both the gains made and the remaining gaps in health, health systems, programs, and primary health care, four decades after the original declaration that brought a people-centered approach to health and propelled the concept of Health for All to global prominence.
